Commonly Used Forms On Hand

You will need a current Certificate of Ownership (title), release of interest, and a bill of sale. While not mandatory for the bill of sale, many residents choose to notarize to prevent fraud or future title disputes.

  • Title/Registration: The current Certificate of Ownership (Title) must be signed over to the buyer. This is the cleanest, safest method, though it takes time. If the title has been lost, stolen, or destroyed, an affidavit of loss can be filed with the DOL.

  • Bill of Sale: Often included on the title, but a separate form can be used.

  • Report of Sale: In Washington state, you must file a Report of Sale within 5 business days of selling, trading, or gifting a vehicle to transfer liability.

  • Gifted vehicles: If the vehicle is a gift, a Gift Affidavit must be provided, and the donor must have previously paid sales/use tax in WA.

  • Trust: When transferring to a trust, you may need to contact the DOL directly.
